Law enforcement agencies operating encrypted police radio communications must provide access to encrypted communications to authorized representatives of news services, newspapers, and radio or television stations upon request.

Applies to police departments (including transit agency, school district, and university police), sheriff's departments, district attorney's offices, county probation departments, California Highway Patrol, and Department of Justice.

Requires joint powers authorities operating encrypted communications on behalf of law enforcement agencies to comply with the same access requirements.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies or school districts, reimbursement shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
