Establishes the California Cyber Range Pilot Project under the administration of the California Cybersecurity Institute to test feasibility through a yearlong, multiphased effort.

Pilot project shall be hosted by one to three campuses of the California State University or University of California and include kindergarten through grade 12 schools, community colleges, and public universities as eligible participants.

Hosting campuses must establish a cloud-hosted exercise environment for cybersecurity labs, test curriculum alignment with the state's computer science strategic implementation plan, and validate economic viability of the program.

Pilot project shall produce a scalable model for a permanent California Cyber Range Program with curriculum and analysis needed for statewide implementation, including curricular enhancements and operating expenses.

Legislature finds that California has over 35,000 open cybersecurity positions and needs to develop a pipeline of future cybersecurity professionals through expanded educational opportunities.
