Requires the Strategic Growth Council to prepare and submit a report to the Legislature by December 31, 2021, providing a scoping plan for the state to meet its organic waste, climate change, and air quality mandates and goals.

Scoping plan must include recommendations on policy and funding support for beneficial reuse of organic waste consistent with California's short-lived climate pollutant strategy, 2030 greenhouse gas emissions limits, and air quality standards.

Requires consideration of beneficial uses of organic waste compared to alternative disposal methods, including impacts on carbon emissions, air quality, forest health, water quality, job creation, and community resilience.

Directs the council to identify obstacles to beneficial reuse of organic waste and activities by public and private sectors to address those obstacles.

Sunsets on December 31, 2025.
