Allows institutions of higher education to establish degree completion funds for student athletes, subject to applicable governing rules and athletic association bylaws.

Requires institutions to prepare and post notices in athletic facilities detailing student athlete rights under Title IX and the Jeanne Clery Act, including contact information for filing complaints with the Office for Civil Rights and U.S. Department of Education.

Mandates institutions distribute to every student athlete at the beginning of each academic year copies of the rights notice, NCAA concussion best practices guidelines, and institution-specific sports medicine policies.

Prohibits institutions from intentionally retaliating against student athletes for filing complaints, testifying in investigations, or opposing practices they believe violate their rights, with specific prohibitions on reducing or eliminating scholarships, meal benefits, or housing.

Preserves institutional authority to impose interim measures or permanent consequences on student athletes accused of sexual harassment or violence, regardless of retaliation protections.
