Changes ocean marine terminal inspection of intermodal chassis from optional ("may") to mandatory ("shall") for all chassis based at the terminal, regardless of the 1,000 chassis minimum threshold previously required.

Expands inspection requirements to include frame damage and applies to all chassis whether leased, owned, or rented; requires defects to be repaired within 10 days after inspection and before chassis leaves the terminal.

Increases inspection record retention requirement from 90 days to 2 years and shortens reinspection timeframe from 120 days to 30 days following a failed terminal inspection.

Requires inspection certifications to be signed by the ocean marine terminal operator or an authorized mechanic representative under penalty of perjury.

Specifies no reimbursement is required by this act for state-mandated local programs because it creates new crimes or infractions within the meaning of applicable law.
