Extends the Recycling Market Development Revolving Loan Program's inoperative date from July 1, 2021 to July 1, 2031, allowing continued lending to recycling market development zones and related areas.

Extends sales and use tax exclusions for qualifying advanced manufacturing and recycling projects from January 1, 2021 to January 1, 2026, with annual exclusion limits capped at $100,000,000.

Requires the Department of Resources Recycling and Recovery to convene a Statewide Commission on Recycling Markets and Curbside Recycling by July 1, 2020 to issue policy recommendations and provide feedback on public messaging to improve recycling practices.

Deletes prescribed design specifications for resin identification codes on rigid plastic bottles and containers, allowing for more flexibility in labeling requirements.

Expands project eligibility to include operations that process recycled feedstock for reuse in production or soil amendments, and allows out-of-state and overseas entities to apply for financial assistance if opening a manufacturing facility in California.
