Amends Section 44282.5 of the Health and Safety Code regarding the Carl Moyer Memorial Air Quality Standards Attainment Program for farm equipment projects.

Establishes that off-road projects involving farm equipment have a minimum project life of at least 10 years.

Allows grants to be awarded for farm equipment projects regardless of the time between application submission and compliance deadline, as long as funding occurs before the compliance date.

Permits replacement of uncontrolled gasoline engines with diesel engines certified to the cleanest available emission level in heavy-duty off-road equipment replacement projects involving farm equipment.

Requires eligible diesel engine replacement projects to meet the cost-effectiveness standards per ton of NOx reduction specified in Section 44283.
