Renames the Methamphetamine Contaminated Property Cleanup Act to the "Methamphetamine or Fentanyl Contaminated Property Cleanup Act" and extends all cleanup provisions to fentanyl-contaminated properties.

Establishes property safety standards for fentanyl contamination requiring fentanyl levels on indoor surfaces to be below detection level, with provisions for stricter state or federal standards in the future.

Requires local health officers to post warning notices within 48 hours of notification of fentanyl lab activity, inspect properties within five working days, issue remediation orders, and record liens or restraints on contaminated properties.

Imposes financial liability on property owners for all remediation costs, testing, and administrative expenses, and allows mobilehome park owners to remediate or remove contaminated units if owners fail to comply within specified timeframes.

Establishes civil penalties up to $5,000 for property owners who fail to provide required notices or disclosures and for persons who violate local health officer orders prohibiting property occupancy.
