Requires law enforcement agencies to complete administrative investigations into use of force resulting in death or great bodily injury, firearm discharge, sexual assault, or officer dishonesty, even if the officer voluntarily separates from the agency before investigation concludes, effective January 1, 2021.

Mandates investigations reach one of four findings: sustained, not sustained, exonerated, or unfounded.

Requires agencies conducting investigations to disclose findings to the employing agency no later than the conclusion of the investigation.

Defines key terms including "sustained," "not sustained," "exonerated," "unfounded," and "personnel records" for purposes of these investigation requirements.

Provides that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
