Requires businesses that accept cash, credit, or debit payments to provide proofs of purchase only at the consumer's option, effective January 1, 2022.

Prohibits printing paper receipts if a consumer opts not to receive one, unless required by state or federal law.

Bans paper receipts from containing bisphenol A (BPA) or bisphenol S (BPS) chemicals and restricts non-essential items like coupons or advertisements that extend receipt length.

Exempts health care providers, small businesses as defined in Government Code Section 11342.610, and nonprofits with less than $2,000,000 in annual gross receipts.

Establishes enforcement by the Attorney General, district attorney, or city attorney with first and second violations resulting in notice of violation and subsequent violations subject to civil penalties of $25 per day, not to exceed $300 annually.
