Requires the Department of Transportation to review and approve the Hollywood Central Park freeway cap project according to the Freeway Cap Best Practices Guide issued in March 2017, with a chief project manager appointed to oversee the project.

Mandates the Department of Transportation complete its review of environmental, design, and construction documents within 60 calendar days, with documents deemed approved if the department fails to meet this deadline.

Requires the Department of Transportation to grant encroachment permits necessary for construction and operation of the project and to transfer ownership of any structures built and associated air space rights to the City of Los Angeles.

Prohibits lawsuits challenging a public agency's action or decision regarding the Hollywood Central Park project on grounds of noncompliance with the California Environmental Quality Act (CEQA).

Declares this a special statute necessary due to unique circumstances of the Hollywood Central Park project and provides for state reimbursement of any mandated local agency costs through established procedures.
