Extends authorization for the Department of Motor Vehicles to conduct a pilot program evaluating alternatives to license plates, stickers, tabs, and registration cards until January 1, 2021 (previously January 1, 2020).

Pilot program limited to no more than 0.5 percent of registered vehicles and restricted to voluntary participants.

Authorizes the department to evaluate inclusion of pilot program participants in the Business Partner Automation Program.

Requires data exchange between the department and electronic devices to be limited only to information necessary to display registration compliance; prohibits retention of data on vehicle movement, location, or use.

Mandates submission of a report to the Legislature by July 1, 2020 evaluating cost-effectiveness, products tested, and recommendations for future alternatives to traditional registration displays.
