Reduces the duration requirement for nonresident tuition exemption from 3 years to 2 years of full-time attendance at California Community Colleges and California State University.

Allows students to count 2 or more years of full-time attendance at California high schools, adult schools, or community colleges toward the nonresident tuition exemption.

Maintains existing requirements that students must graduate from a California high school, earn an associate degree, or meet transfer requirements to qualify for the exemption.

Requests the University of California Regents to establish equivalent nonresident tuition exemptions for UC students comparable to those for community colleges and Cal State.

Establishes state-mandated local program requirements for community college districts to determine eligibility, with reimbursement procedures outlined in Government Code Part 7.
