Transfers administration of the California Cigarette Fire Safety and Firefighter Protection Act from the State Fire Marshal to the Attorney General.

Requires manufacturers to submit written cigarette certifications to the Attorney General instead of the State Fire Marshal, with the Attorney General authorized to publish certification information on its internet website.

Changes marking approval timeline from 10 business days to 30 business days, with markings deemed approved if the Attorney General fails to act within the extended timeframe.

Eliminates the exception allowing distributors, wholesalers, and retailers to sell cigarette inventory existing on January 1, 2007.

Directs all civil penalties from violations to be deposited into the Cigarette Fire Safety and Firefighter Protection Fund to offset the Attorney General's minor administrative costs for implementing the act.
