Creates a facilities liaison position within the State Department of Social Services' immigration services unit to assist state-licensed group homes, short-term residential therapeutic programs (STRTPs), foster family agencies, and resource families serving undocumented immigrant youth.

Requires the facilities liaison to assist in connecting these facilities with appropriate supports and services including legal services, mental health assessments, and public benefits.

Mandates the liaison to facilitate meetings between identified unaccompanied undocumented minors and qualified organizations providing legal services when appropriate.

Requires the liaison to work with county child welfare and human services agencies to identify and connect facilities to available services and resources for undocumented youth.

Directs the State Department of Social Services to develop and issue guidance to counties, licensees, and providers regarding provision of services to undocumented immigrant youth and their caregivers.
