Changes notice requirements for regional centers from certified mail only to first-class mail, certified mail, or electronic mail (if recipient requests) for service reductions, terminations, or changes.

Requires notice to be provided at least 30 days before service changes, except when recipient subsequently signs agreed-upon services list under Section 4646, which eliminates the notice requirement.

Adds requirement for notice within 5 working days when regional center denies initiation of requested services, unless recipient signs agreed-upon services list.

Establishes presumption that first-class mail notice is received 5 days after mailing unless earlier or later receipt is demonstrated.

Maintains existing provisions requiring regional centers to notify the state department within 30 days if service denials or reductions are due to lack of regional center budget funds.
