Requires California Community Colleges and California State University to designate a Dreamer Resource Liaison on each campus starting with the 2020-21 academic year; requests University of California to do the same.

Dreamer Resource Liaisons must assist students meeting AB 540 requirements by streamlining access to financial aid, social services, state-funded immigration legal services, internships, externships, and academic opportunities.

Encourages all three systems to establish Dream Resource Centers offering financial aid assistance, academic counseling, peer support, psychological counseling, social services referrals, and immigration legal services.

Permits Dream Resource Centers to be housed within existing student service or academic centers rather than requiring new construction.

Authorizes the Trustees of California State University, Board of Governors of California Community Colleges, and Regents of University of California to accept gifts, bequests, and donations for creation and operation of Dream Resource Centers.
