Allows parking spaces dedicated to electric vehicle charging to count toward the total number of parking spaces required by the city or county for the development project.

Establishes that statewide EV charging standards are a matter of statewide concern and apply to all cities, including charter cities.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to fund the mandate.
