Requires each law enforcement agency to maintain a use of force policy by January 1, 2021 that includes guidelines on "kettling" or "corralling" during protests and prohibits officers from failing to wear or intentionally obscuring their badge identification while on duty.

Prohibits law enforcement officers from using force against individuals engaged in lawful assemblies or protests, or members of the press covering such events, with a minimum suspension requirement for officers found to intentionally violate this prohibition.

Authorizes persons detained or arrested for recording police officers to recover actual damages up to $25,000 in punitive damages per violation plus attorney's fees; provides additional $25,000 per violation if detention or arrest violates the new use of force policies.

Changes the offense of participating in a rout or unlawful assembly from a misdemeanor to an infraction.

Establishes reimbursement procedures for any state-mandated local program costs identified by the Commission on State Mandates.
