Requires the State Energy Resources Conservation and Development Commission to establish and convene the Blue Ribbon Commission on Lithium Extraction in California by March 1, 2021, composed of 14 members representing industry, government, environmental, tribal, and community interests.

Directs the Blue Ribbon Commission to review and analyze lithium extraction from geothermal brines, including market opportunities, environmental safety standards, technical challenges, economic impacts, and potential incentives to facilitate development.

Requires the Blue Ribbon Commission to consult with the United States Environmental Protection Agency and Department of Energy when feasible in conducting its review and analysis.

Mandates the Blue Ribbon Commission submit a report to the Legislature by October 1, 2022, documenting findings and recommendations on lithium extraction issues and legislative or regulatory changes needed to encourage the industry.

Establishes that the Blue Ribbon Commission requirements expire October 1, 2023, and to be funded using existing budgetary resources with no new appropriation required.
