Increases voting members from California Indian tribes on the University of California's systemwide NAGPRA Committee from 2 to 3 members.

Maintains existing requirements that tribal voting members be elders, spiritual leaders, tribal leaders, or tribal members with at least 5 years' experience in repatriation, cultural resources protection, or government consultation.

Keeps University of California representation at 4 voting members on the systemwide committee, with at least 2 affiliated with American Indian or Native American Studies programs.

Applies to all University of California campuses subject to the federal Native American Graves Protection and Repatriation Act that handle or maintain Native American human remains and cultural items using state funds.
