Establishes the California Board of Athletic Training within the Department of Consumer Affairs to license, regulate, and discipline athletic trainers until January 1, 2028.

Requires athletic trainers to be licensed by the board and prohibits use of athletic trainer titles without licensure; violation is a misdemeanor punishable by up to one year in county jail and/or up to $5,000 fine.

Mandates athletic trainers practice only in collaboration with a licensed physician and surgeon through verbal orders, written orders, telecommunications, or established treatment protocols.

Specifies licensure requirements including passing a national athletic training certification exam, criminal background check, and application fee; licenses valid for 2 years subject to renewal with continuing education requirements.

Creates the Athletic Trainers Fund for deposit of application and renewal fees; allows Director of Consumer Affairs to seek private donations for startup costs, with general fund loans available if needed and repaid through fee revenue.
