Extends the Department of Transportation's authority to test technologies enabling vehicles to operate with less than 100 feet separation between them until January 1, 2024 (previously set to expire January 1, 2020).

Requires the Department of Transportation to submit updated reports to the Legislature on July 1, 2019, and April 1, 2023, detailing findings from the vehicle spacing technology testing.

Mandates that the April 1, 2023 report include recommendations for subsequent actions regarding the technologies tested.

Exempts participating motor vehicles from Vehicle Code Section 21705, which normally requires at least 100 feet between vehicles operating in caravans or motorcades.

Restricts operation of test vehicles to those authorized by the California Highway Patrol and requires operators to hold valid driver's licenses of the appropriate class.
