Requires premoistened nonwoven disposable wipes manufactured on or after January 1, 2022 to be labeled with "Do Not Flush" phrase and symbol, sized at least 2 percent of the principal display panel.

Prohibits covered entities from making any representation about the flushable attributes, benefits, performance, or efficacy of covered wipes through product names, endorsements, trademarks, or other means.

Establishes the California Consumer Education and Outreach Program requiring covered entities to participate in collection studies with wastewater agencies and conduct comprehensive multimedia education and outreach in English and Spanish until December 31, 2025.

Imposes civil penalties of up to $2,500 per day (maximum $100,000 per violation) on covered entities that violate labeling or representation prohibitions, with enforcement by the Attorney General, district attorney, city attorney, or county counsel.

Preempts all local rules, regulations, ordinances, and codes regarding labeling of covered products and applies to all cities including charter cities.
