Requires plaintiffs or petitioners in CEQA challenges to file an affidavit identifying every person or entity that contributed $1,000 or more toward the action's costs.

Requires disclosure of any pecuniary or business interest that contributors have related to the proposed project at issue.

Allows courts to withhold disclosures from public view if the court finds that confidentiality clearly outweighs the public interest in disclosure.
