Creates the Indoor-Grown Cannabis Commission as a state agency with a 21-member board comprised of 17 indoor cultivators, 3 other cannabis license holders, and 1 public member to promote and regulate the indoor-grown cannabis industry.

Authorizes the commission to conduct research, assess regulatory impacts, collect market price information, provide education, and engage in marketing activities for indoor-grown cannabis, with powers to sue and enforce compliance.

Empowers the commission to levy assessments on indoor cultivators based on weight or value of cannabis marketed, with funds continuously appropriated to the commission without regard to fiscal year.

Requires a referendum among indoor cultivators showing at least 40 percent participation and 65 percent approval before the commission becomes operative, with reapproval referendums required every five years starting in 2025.

Establishes confidentiality protections for proprietary and trade secret information while allowing disclosure of aggregate industry data, and creates civil enforcement mechanisms including attachment writs and injunctive relief for violations.
