Increases the maximum annual special purpose assessment on insurers from $1.00 to $1.36 per insured vehicle to fund investigation and prosecution of automobile insurance fraud and economic automobile theft.

Increases the maximum annual special purpose assessment for the Organized Automobile Fraud Activity Interdiction Program from $0.50 to $0.74 per insured vehicle.

Eliminates the requirement that $0.05 of the first assessment be spent by the Fraud Division and adjusts fund distribution to allocate 51% to district attorneys, 48% to the Fraud Division, and remaining funds to the California Highway Patrol.

Changes subsection numbering in Section 1872.8 to renumber provisions related to district attorney applications, reporting requirements, and fiscal audits.

Revises Section 1874.8 to modify fund distribution percentages for the Organized Automobile Fraud Activity Interdiction Program to 42.5% to district attorneys, 42.5% to the Fraud Division, and 15% to the California Highway Patrol.
