Increases the Hollister Ranch in-lieu public access fee from $5,000 to $33,000 per coastal development permit, adjusted annually for inflation.

Requires the California Coastal Commission to develop a contemporary public access program for Hollister Ranch by April 1, 2021, in collaboration with the State Coastal Conservancy, Department of Parks and Recreation, and State Lands Commission.

Mandates implementation of the first phase of public beach access by land controlled by the Hollister Ranch Owners Association by April 1, 2022, subject to appropriation of funding.

Creates the Hollister Ranch Access Management Subaccount in the State Coastal Conservancy Fund to deposit all in-lieu fees and other public or private funding sources for implementing the public access program.

Establishes that private persons or entities impeding, delaying, or obstructing implementation of the public access program constitute a violation of coastal act provisions.
