Expands the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy's territory to include the Dominguez Channel watershed (bounded by Manchester Boulevard to the north and Los Angeles and Long Beach Harbors to the south) and Santa Catalina Island.

Adds the Dominguez Channel watershed and Santa Catalina Island to the conservancy's purposes, including acquisition and management of public lands, recreational and educational uses, wildlife habitat restoration, and watershed improvement in these areas.

Requires the conservancy to update the San Gabriel and Lower Los Angeles Parkway and Open Space Plan to include priorities for conservation and enhanced public use within the newly added Dominguez Channel watershed and Santa Catalina Island territories.

Specifies that the expanded territory includes portions of 47 named cities and communities (fully or partially) plus unincorporated areas of Los Angeles and Orange Counties.
