Authorizes pharmacists to independently initiate and administer COVID-19 vaccines approved or authorized by the FDA, in addition to vaccines on the routine immunization schedules recommended by the federal ACIP for persons 3 years of age and older.

Requires pharmacists administering vaccines to complete an immunization training program endorsed by the CDC or Accreditation Council for Pharmacy Education that includes injection technique, vaccine evaluation, and emergency reaction treatment.

Requires pharmacists to maintain certification in basic life support and comply with state and federal recordkeeping and reporting requirements, including documentation to the patient's primary care provider and entry in the State Department of Public Health immunization registry.

Permits pharmacists administering immunizations to also initiate and administer epinephrine or diphenhydramine by injection for treatment of severe allergic reactions.

Specifies that no state reimbursement to local agencies or school districts is required because the bill creates new crimes or infractions under California law.
