Require the State Air Resources Board to convene a working group including wine industry experts, public health officials, and air district representatives to review air pollution control technologies and work practices for wine fermentation tanks.

Require air districts to make specific findings when adopting rules or permits for air pollution control technology on wine fermentation tanks, including that the technology will not negatively affect wine quality, that disposal of waste is available and cost-effective, and that operational standards cannot achieve equivalent emissions reductions.

Allocate $1,000,000 to UC Davis Department of Viticulture and Enology to conduct a study on options to address air emissions from wine fermentation tanks while complying with state and federal air quality laws, with annual status reports to the Governor and Legislature.

Exempt air districts that had emissions limit rules or ordered installation of air pollution control equipment on wine fermentation tanks prior to January 1, 2019 from the bill's requirements.

Specify that no state reimbursement is required because local agencies have authority to levy fees sufficient to pay for the mandated program.
