Requires the Public Utilities Commission to report by January 4, 2021 on long-duration energy storage capacity included in load-serving entities' integrated resource plans and whether it will order procurement of at least the amount identified in PUC Decision 20-03-028.

If the PUC does not issue a procurement order by March 1, 2021, authorizes the Department of Water Resources to procure long-duration energy storage capacity on the same timeline, with costs recovered as a revenue requirement from retail customers of load-serving entities.

Establishes the Long-Duration Energy Storage Account in the Department of Water Resources Electric Power Fund to hold revenues from long-duration energy storage procurement, with continuous appropriation to the department for procurement purposes.

Requires the PUC and State Energy Resources Conservation and Development Commission to incorporate long-duration energy storage systems into energy and resource planning and consider support measures including research, development, demonstration, procurement, and incentives.

Prohibits the San Diego County Water Authority from awarding contracts for long-duration energy storage projects unless contractors commit to using a skilled and trained workforce for apprenticeable occupations, unless covered by a project labor agreement.
