Repeals fixed maximum grant amounts for After School Education and Safety (ASES) Program and High School ASSETs programs, allowing the Department of Education to determine grant amounts based on available funding.

Eliminates the $112,500 maximum for elementary school after school grants and $150,000 maximum for middle/junior high school grants under ASES.

Requires the Department of Education to establish by July 1, 2022 an annual process and methodology for determining grant amounts and daily per-pupil funding rates that prioritize at-risk pupils, promote equity, ensure quality, and reflect true costs of care.

Removes the $50,000 minimum grant requirement for federal 21st Century Community Learning Centers programs serving elementary and middle school pupils.

Requires the Department of Education to submit biennial reports to the Legislature on the impact of new funding methodology on expanded learning programs, including program quality and cost analysis.
