Requires the Board of Governors of California Community Colleges to adopt regulations by May 31, 2020 for accounting student enrollment in career development and college preparation courses using positive attendance count or census date basis methods.

Specifies computation methods for Full-Time Equivalent Students (FTES) in term-length career development courses, including dividing actual student contact hours by 525 or using weekly enrollment multiplied by term length multiplier.

Defines "student contact hour" as a scheduled class period of 50-60 minutes with one enrolled student, and "term length multiplier" as the number of weeks with at least three days of instruction scheduled.

Establishes that if the Commission on State Mandates determines this bill imposes state-mandated costs on local agencies or school districts, reimbursement shall be made pursuant to Government Code Part 7.
