Extends exemption from the 5% pupil recommendation limitation for community college summer sessions until January 1, 2027 for pupils enrolled in College and Career Access Pathways programs or qualifying college-level courses.

Explicitly applies the 5% limitation to all physical education courses at community colleges, regardless of other exemptions.

Requires the Chancellor of the California Community Colleges to annually report to the Department of Finance by March 1 the number of pupils who enrolled and received passing grades in qualifying community college summer session courses.

Prohibits the Board of Governors of the California Community Colleges from including enrollment growth from these exempted pupils in its annual budget request.
