Extends the Register Your Mobilehome Program deadline to December 31, 2020, allowing applicants who are not current registered owners to have the Department of Housing and Community Development waive outstanding charges and release liens if they meet specified requirements.

Prohibits applicants from eligibility under the program if the applicant or a previous owner took ownership interest on or after January 1, 2017, pursuant to a warehouseman's lien.

Extends the deadline for county tax collectors to issue tax liability certificates to persons with conditional transfer of title from January 1, 2020, to January 1, 2021, allowing them to pay only taxes owed from the date of sale without penalties or interest, not to exceed amounts from one year prior to January 1, 2017.

Delays the enforcement date for the prohibition on occupying unregistered manufactured homes or mobilehomes from January 1, 2020, to January 1, 2021.

Requires the Department of Housing and Community Development to publish an analysis by July 1, 2021, of mobilehome registrations that came into compliance through the program, including information on in-lieu tax status and waivers requested.
