Creates an expedited electronic application process for employers to participate in California's work sharing program between September 15, 2020 and September 1, 2023, requiring the Employment Development Department to accept online submissions and maintain an internet portal.

Automatically approves work sharing plan applications for one year upon director approval (for applications submitted during the specified period), with the department required to provide claim packets to employers within 5 business days and online claim forms within 5 business days for employers who applied online.

Requires participating employers and employees to meet standard unemployment insurance claim filing and weekly certification requirements, with employers responsible for the completeness and integrity of work sharing certification forms.

Authorizes the Employment Development Department to collaborate with the Governor's Office of Business and Economic Development and the California Infrastructure and Economic Development Bank to conduct outreach promoting employer participation in the work sharing program.

Sunsets the expedited electronic application provisions on January 1, 2024, unless extended by later legislation; applies as an urgency statute effective immediately.
