Appropriates $80,000,000 from the General Fund for the 2020–21 fiscal year for construction of a new University of California, Riverside School of Medicine facility.

Appropriates $25,000,000 annually from the General Fund beginning in 2020–21 for ongoing operational support of the UCR School of Medicine expansion.

Requires UC to expand enrollment from 250 to 500 students per academic year to address the severe shortage of primary care physicians in Inland Southern California, which has only 35 physicians per 100,000 patients compared to the recommended 60–80 per 100,000.

Makes the annual $25,000,000 operational appropriation conditional on UC's compliance with annual reporting requirements regarding funding, recruitment, hiring, and outcomes for the medical school.

Notes that UCR School of Medicine, which opened in 2013 as the first new public medical school in California in over 40 years, has been limited by its temporary facility and inadequate funding.
