Requires the State Air Resources Board to develop and implement an emissions reduction credit program for regulations reducing diesel particulate matter, oxides of nitrogen, and other criteria air pollutants from in-use, heavy-duty diesel-fueled vehicles.

Establishes that emissions reduction credits must be real, permanent, quantifiable, verifiable, and enforceable, based on emissions created from vehicles subject to the regulation.

Allows emissions reduction credits to be used by owners and operators of low-mileage construction trucks operated for less than 5,000 miles per year, licensed contractor trucks operated for less than 5,000 miles per year, and single-engine cranes with 15-ton or greater load ratings.

Requires the State Air Resources Board to delay implementation if it determines the program would violate the current state implementation plan under the federal Clean Air Act, pending approval of an amended state implementation plan by the U.S. Environmental Protection Agency.
