Prohibits subscribers to California's statewide law enforcement telecommunications system from using non-criminal history information for immigration enforcement purposes, effective January 1, 2020.

Prohibits use of the system to investigate federal immigration violations under 8 U.S.C. Section 1325 when that is the only criminal history in an individual's record, effective January 1, 2020.

Requires all inquiries for non-criminal history information submitted through the system to include a stated reason for the inquiry, effective July 1, 2021.

Authorizes the Attorney General and authorized personnel to conduct investigations, inspections, and audits to monitor compliance with these restrictions, effective July 1, 2021.

Does not restrict any government entity from sending, receiving, or requesting immigration status information from federal immigration authorities under federal law.
