Expands foster care rights for all children and nonminor dependents in foster care, including rights to be referred by preferred name and gender pronoun, maintain privacy regarding sexual orientation and gender identity, and have reasonable access to computer technology and the internet

Lowers the age requirement for reviewing case plans and permanent placement plans from 12 years old to 10 years old, and prohibits caregivers from using denial of Independent Living Program classes as punishment

Requires the State Department of Social Services to ensure foster care facilities accord children and nonminor dependents with their personal rights and to adopt regulations implementing these provisions

Expands the Office of the State Foster Care Ombudsperson's duties to provide training and technical assistance on foster youth rights and reasonable and prudent parent standards, and to review legislative amendments every two years to determine if foster care rights should be updated

Requires community care facilities to provide schoolage children with orientations explaining foster care rights or post listings of rights, with the Office of the State Foster Care Ombudsperson providing standardized posters
