Authorizes water or sewer system corporations to consolidate with public water systems or state small water systems serving disadvantaged communities with fewer than 3,300 service connections, or to implement rates for subsumed systems.

Permits consolidation through an application process approved by the Public Utilities Commission within 8 months, with extensions available up to 8 additional months upon written determination by an administrative law judge.

Allows an alternative advice letter procedure for consolidations that can be approved within 120 days by the executive director or division director if uncontested, with extensions up to 120 additional days available.

Requires the commission to prioritize consolidations where the target water system is subject to a citation or compliance order for failure to meet drinking water standards.

Mandates adequate public notice and opportunities for public participation in consolidation proceedings as determined by the commission.
