Authorizes the South Coast Water District to contract for the Doheny Ocean Desalination Project in compliance with Chapter 14 of Division 6 of Title 1 of the Government Code and Chapter 2.9 of Part 1 of Division 2 of the Public Contract Code.

Specifies that the Doheny Ocean Desalination Project shall not constitute a state project under Section 5956.10 of the Government Code.

Requires the South Coast Water District to utilize a skilled and trained workforce for the project in accordance with existing procedures.

Section 31049.1 expires and is repealed on January 1, 2025.

Makes legislative findings that a special statute is necessary due to the unique water supply reliability needs of the South Coast Water District.
