Requires the Office of Emergency Services to establish the California Olympic and Paralympic Public Safety Command (COPPSC) to facilitate planning, resourcing, management, and delivery of safety and security for the 2028 Olympic and Paralympic Games in Los Angeles

COPPSC shall consider the Office of Emergency Services' Large Stadium Initiative and experience implementing federal National Special Security Events planning and preparedness activities

Mandates the Office of Emergency Services to enter into a memorandum of understanding with the Los Angeles Organizing Committee for the 2028 Olympic and Paralympic Games and other necessary parties by January 31, 2021 to implement COPPSC's safety and security activities

Requires memorandums of understanding to comply with Section 4 of Chapter 836 of the Statutes of 2017 and the Master Mutual Aid Agreement

Repeals these provisions on January 1, 2029
