Designates the first Tuesday after the first Monday in November in any even-numbered year (statewide general election day) as a state holiday in California.

Requires public schools and community colleges to close on statewide general election days.

Entitles state employees to paid time off on statewide general election days, with specified exceptions.

Adds statewide general election day to the list of optional bank holidays and state holidays.

Provides that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
