Creates an exception to legal privilege for false reports made to law enforcement knowing they are false or with reckless disregard for truthfulness, specifically regarding claims that another person committed a criminal act or requires law enforcement intervention.

Expands the Ralph Civil Rights Act of 1976 to define "intimidation by threat of violence" to include knowingly or recklessly making false claims or reports to law enforcement that another person engaged in unlawful activity.

Increases penalties for misuse of 911 emergency system for harassment purposes: first violation is an infraction punishable by $250 fine or misdemeanor with up to 6 months jail and $1,000 fine; second or subsequent violations are misdemeanors with same penalties.

Establishes enhanced misdemeanor penalties of up to one year in county jail and fines of $500-$2,000 when 911 misuse for harassment constitutes a hate crime or crime based on protected characteristics.

Approved by Governor September 30, 2020 and filed with Secretary of State on same date.
