Establishes minimum standards for county-funded recovery residences based on National Alliance for Recovery Residences (NARR) standards and requires the State Department of Health Care Services to adopt these standards.

Requires the department to review federal Best Practices for Operating Recovery Housing with stakeholders before finalizing minimum standards, and mandates recovery residences make opioid overdose reversal medication readily available.

Authorizes counties to require recovery residences to provide proof of NARR certification in lieu of demonstrating individual compliance with eligibility requirements.

Requires county behavioral health administrators to report documented evidence of recovery residences operating in non-compliance with standards, fraud, or unlicensed treatment services to the department and NARR affiliate.

Mandates the department report to the Legislature by January 1, 2025, on the number, types, status, and geographic concentration of complaints received regarding recovery residences.
