Prohibits the use of second generation anticoagulant rodenticides (SGARs) containing brodifacoum, bromadiolone, difenacoum, or difethialone in California until the Director of Pesticide Regulation completes a reevaluation and certifies that additional restrictions ensure no significant adverse effects to nontarget wildlife.

Bans SGARs in wildlife habitat areas (state parks, wildlife refuges, state conservancies) except for specified exemptions including public health activities, mosquito/vector control, offshore island invasive species eradication, and research.

Expands agricultural activity exemptions to include warehouses storing food, agricultural food production sites, factories, breweries, wineries, water storage facilities, and transportation infrastructure on agricultural production sites.

Exempts from the prohibition the use of SGARs by government employees for public health activities, water supply infrastructure protection, and use by public health officers to control actual or potential rodent infestations posing significant health risks when alternatives are inadequate.

Effective September 29, 2020; establishes state-mandated local program requiring county agricultural commissioners to enforce provisions, with potential state reimbursement for costs determined by the Commission on State Mandates.
