Requires each electrical corporation to install monitoring equipment on transmission and distribution lines in high fire threat areas by December 31, 2020.

Monitoring equipment must be installed between each set of poles or towers and generate raw data on line temperature, ambient temperature, electrical current, line movement, and barometric pressure.

Monitoring technology must use satellite communication for connectivity and be noninvasive at point of installation.

Installation and maintenance work must be performed by utility workforce or workers paid prevailing wage as determined by the Director of Industrial Relations; non-utility enterprises must submit wage schedules to the commission.

No state reimbursement is required because costs incurred by local agencies or school districts result from creation of a new crime within the Public Utilities Act.
