Requires the State Energy Resources Conservation and Development Commission to identify, collect, and analyze data on natural gas market price volatility and potential market manipulation affecting end-use customers.

Establishes the Joint Agency Natural Gas Market Oversight Committee with expertise to review natural gas market data and provide recommendations on market behavior, with authority to refer evidence of illegal market manipulation to the Public Utilities Commission's enforcement division.

Mandates that gas corporations and core transport agents submit data to the Commission including throughput volumes, storage facility operations, pipeline maintenance schedules, retail prices, and wholesale fuel price forecasts.

Requires electrical corporations, electric service providers, and community choice aggregators to include wholesale market risk management plans in their integrated resource plans addressing price volatility in electricity and natural gas markets.

Directs the Commission to include assessments of natural gas market volatility and potential manipulation in the integrated energy policy report beginning July 1, 2021.
